This is infuriating that this continues to happen in the 21st century. Kudos on the filings and we wish you the best. I agree with your client, HUD would have likely closed the case but for your filings to help your client tell her story.

Just because you get two different opinions does not make either of them accurate because choosing comparable sales is the hardest part of the assignment besides determining the highest and best use of the property. Competence is the major factor here. One of them went to great lengths to find apples to apples comparison and the other thought they did. The solution to a value descrepancy is Not to prejudge the appraiser IF YOU ARE BLACK that's like automatically assuming they are racist, We are not racist and our standards USPAP are well written we must follow. If the lender in her case had a Clue, they would have paid for an Appraisal Review from a neutral 3rd Party Appraiser who is trained to determine if errors were made and recommend in their analysis how to fix it. They were too cheap and too lame to even submit a ROV reconsideration of value for her after her second appraisal WITH THE SAME GUY.- Duh, so that explains how good/bad they are at lending. No excuse takes the place of a Well done Appraisal Review. So before you go pointing fingers and calling us a bunch of Racists look at our State appraisal board for complaints to see if we've done a good job over the years, Then do your job and hire an appraisal Reviewer to Nail the accuracy or the mistakes and let all parties know about it. Until then this borrower has left out some pertinent information from her complaint so she should probably update her complaint with that information. Lastly she needs to supply the www.Appraisalinstitute.org our National organization who represents Appraisers in Washington DC with copies of all those appraisals so they can have their professional instructors go through the reports to see where the problem is. If she will not allow Appraisal Institute professionals to review these files She should really stop accusing appraisers of Bias and realize each appraiser is dealing with their own set of facts she has provided.
